Argentina approved a guide for an ethical and people-centered Artificial Intelligence
The Undersecretary of Information Technologies approved the “Recommendations for Reliable Artificial Intelligence.” With this initiative, Argentina seeks to guarantee the responsible and beneficial development of AI.

HAVING SEEN EX-2023-57826727- -APN-SSTI#JGM, Decree No. 50 of December 19, 2019 and its amendments, Administrative Decision No. 1865 of October 14, 2020 and amendments, and
CONSIDERING
That, through Decree No. 50 of December 19, 2019 and its amendments, the SECRETARIAT OF PUBLIC INNOVATION was created, dependent on the HEAD OF THE CABINET OF MINISTERS OF THE NATION, establishing among its objectives, “Design, propose and coordinate the administrative and technological innovation policies of the NATIONAL STATE in its different areas, its central and decentralized Administration, and determine the strategic guidelines and the proposal of regulatory standards on the matter.
That, the aforementioned SECRETARIAT, also has among its actions, "Understand the design of policies that promote openness and innovation and digital government, as design principles applicable to the public policy cycle in the National Public Sector."
That, by virtue of the Decree listed previously, the UNDERSECRETARY OF INFORMATION TECHNOLOGIES was created, dependent on the aforementioned Secretariat, which has among its functions that of “Promoting research and development of new computer technology projects, with transversal scope , or common to the bodies of the National Public Administration.”
That, through Administrative Decision No. 1865 of October 14, 2020 and amendments, the organizational structure of the first and second operational level of the HEAD OF THE CABINET OF MINISTERS was approved and modified.
That, in this sense, the NATIONAL OFFICE OF INFORMATION TECHNOLOGIES dependent on the aforementioned UNDERSECRETARY, establishing as its primary responsibility, “Conduct the formulation of policies and implementation of the technological development and innovation process for the transformation and innovation of the NATIONAL STATE, as well as well as promoting the integration of new technologies, their compatibility and interoperability.”
That, it is public knowledge, that at a global level, there is a boom in the development and implementation of projects that involve artificial intelligence.
That, in order to harmonize general principles for the ethical approach to artificial intelligence, the United Nations Educational, Scientific and Cultural Organization (UNESCO) issued the Recommendation on the Ethics of Artificial Intelligence, to which A large number of countries joined, among which is Argentina.
That Argentina, through the aforementioned UNDERSECRETARY, participated in the first Global Forum on the Ethics of Artificial Intelligence, whose motto was “Ensuring inclusion in the world of Artificial Intelligence”, reinforcing the Argentine vision of generating ethical regulatory environments for Artificial Intelligence projects, guaranteeing people-centered developments, with a gender and human rights perspective.
That technological solutions based on artificial intelligence allow higher levels of automation and the leap towards decentralized and predictive systems for decision making, which allow improving the design, implementation and evaluation of policies.
That it is necessary to establish clear rules to guarantee that the benefits of any technological development can be taken advantage of by all sectors of society and enhance the Argentine scientific and technological ecosystem, to strengthen the capabilities of innovation, development and the production of technological solutions.
That in turn, these capabilities must be used within the framework of a broader strategy that prioritizes technological sovereignty, and allows for a response to the social, productive and environmental problems of the country.
That, consequently, the approval of the ethical principles and recommendations is planned to address the stages of projects based on artificial intelligence.
That the GENERAL DIRECTORATE OF LEGAL AFFAIRS of the LEGAL UNDERSECRETARY of the SECRETARIAT OF LEGAL AND ADMINISTRATIVE COORDINATION of the HEAD OF THE CABINET OF MINISTERS, has taken the intervention of its competence.
That this is issued in exercise of the powers conferred by Decree No. 50 of December 19, 2019 and its amendments.
Thus,
THE UNDERSECRETARY OF INFORMATION TECHNOLOGIES of the HEAD OF THE CABINET OF MINISTERS
HAS:
ARTICLE 1 - The “Recommendations for Reliable Artificial Intelligence” are approved, which as ANNEX I (DI-2023-61676487-APN-SSTI#JGM) forms an integral part of this measure.
ARTICLE 2 - Approve as ANNEX II (DI-2023-61679227-APN-SSTI#JGM the graphic diagram of the stages of Artificial Intelligence Projects that is an integral part of this measure.
ARTICLE 3 - It is established that this document will come into force from its publication in the OFFICIAL BULLETIN.
ARTICLE 4 - Communicate, publish, give to the NATIONAL DIRECTORATE OF THE OFFICIAL REGISTRATION and archive.
